A report by the insurer Royal & SunAlliance, unveiled this week that the Government may not be spending as much as they should to shore up the country's flood defence systems.
The Association of British Insurers warned that the promised developments are not being actioned and that around 280,000 homes and 100,000 small businesses will face the likelihood of being flood victims at least once every 75 years.
Some communities have no defences at all and the report has suggested that the Government will need to boost its spending by at least £30 million.
The Government has agreed to curb building in flood areas but has yet to give the Environment agency a statutory say in planning decisions.
Insurers are responding to the escalating flood risk by raising household insurance premiums and some impose higher excess payments.
